David M. Kudlak, P.E. / Trisha M. Perkins

Career Synopsis:  David


David Kudlak has more than 35 years of experience with the international energy sector and the U.S. military (United States Marine Corps Combat Engineer), covering a broad span of leadership, project management, construction and site safety, heavy crane lifting, and general engineering.  He has provided executive level leadership for Upstream, Production, Refining and Supply, and Chemicals capital projects for ExxonMobil.  David has acquired skills related to designing project management organizations and identifying/developing project leaders.


David has led teams based across six continents. He has provided strategic counsel for complex project management and execution challenges associated with delivering world scale oil and gas projects in developing countries. As a retired executive for one of the world’s largest energy companies, he has experience with international project development, engineering, procurement, transportation, installation, and start-up in some of the most challenging locations.


After nearly 30 years of honing his leadership and project management skills, David was seconded as Director of New Developments for the North Caspian Operating Company (NCOC) located in Aytrau, Kazakhstan.  NCOC has an aggressive new project development program and needs a Project Management organization capable of delivering a portfolio of multi-billion dollar projects.  Starting with a team of three in early 2016, David recruited and hired nearly 200 high quality staff and developed and deployed a project system tailored to the North Caspian region.  On his departure in 2019, David left a highly credible organization with the tools, work processes, staff, and leadership team capable of meeting and surpassing the expectations of the demanding seven-party joint venture that is NCOC.  David also demonstrated an inclusive leadership focus through his efforts to develop and advance Kazakh national employees.  This effort, recognized by both the JV partners and the Kazakh government entity charged with stewardship of NCOC, substantially improved the interface with the government.  David retired from ExxonMobil in April of 2019.


David, as a Director of Perlak Enterprises, specializes in Project Management and developing project leadership teams.  As an accomplished presenter and spokesperson David also offers personal coaching for public speaking, presentation development, crisis management and safety leadership. Currently based in Australia, David has also worked in the United States, Canada, Argentina and Kazakhstan. He holds dual Australian and American citizenship. He has a Bachelor of Science degree in Civil Engineering from Auburn University and is a licensed Professional Engineer in the United States.  His interests include cycling, fishing, boating, and enjoying all that life has to offer.

Trisha Perkins has more than 35 years of experience with international energy, minerals and medical research companies, covering a broad span of public and government affairs, sales and marketing, and investor relations activities. She has provided guidance for executives in a Fortune 25 company on issues management, presentation skills, and media and workforce communications.


Trisha has led teams based across six continents, and provided strategic public affairs counsel for complex resource industry challenges associated with delivering world scale oil and gas projects in developing countries. As a media and emergency response spokesperson for one of the world’s largest energy companies, she has experience with international print, electronic and digital media.


She honed her disaster recovery and crisis management skills in the aftermath of the devastating 2005 Gulf Coast hurricanes, working with U.S. federal and state governments to re-establish critical services, and also assisted in developing testimony for the ensuing Congressional hearings on energy infrastructure and emergency preparedness.

Trisha Perkins retired from the position of Public & Government Affairs (P&GA) Manager for the ExxonMobil Development Company (EMDC) in September 2015, a role she held since 2012. With an annual budget in the tens of billions of dollars, EMDC delivers world scale oil and gas projects across the globe, and P&GA is one of the key support functions advising and supporting key external interfaces with governments and communities.

She is currently a consultant with WPNT Communications, specializing in crisis and issues management and media training. Currently based in Australia, Trisha has also worked in the United States, Canada, Argentina and Kazakhstan. She holds dual Australian and American citizenship. She has a Bachelor of Business Communications degree from the Queensland University of Technology, and was recognized as the QUT Business School Outstanding Alumni Award Winner in 2012. Her interests include reading, teaching English as a second language and enjoying all that life has to offer.
